English Local Authorities Intend to Sell Off Social Clubs and Leisure Facilities to Balance Books

According to a new study of municipal councils, UK councils are preparing to sell community centers, sports centres, and shopping arcades as they bet on a rapid disposal of assets to balance the books.

Growing Fiscal Challenges Prompt Asset Sales

A coalition of councils representing major urban areas in England reported that six out of ten of councils are intending to sell assets to cover the escalating costs of social services for vulnerable individuals.

Local governments have previously come under fire for selling playing fields and land to shore up their finances, but they argue they must continue to raise vital cash from property disposals or declare themselves bankrupt.

This coalition said that a significant number of authorities attempting to generate funds from a quick sale of assets marked “a distinct shift from 2024, when the majority (six in ten) of local leaders said they would prioritise service redesigns and utilising financial reserves to manage increasing fiscal pressures.”

Detailed Examples of Planned Disposals

Medway Council in Kent said its asset disposal plan included the disposal of a retail complex in a local town and a social club in Rochester to raise £20m over five years.

  • A local golf course and commercial properties held in Worcestershire and Suffolk, which all generate rent for Medway council, will also be sold under the plan.

Local Levy Increases and Broader Financial Strains

The survey of councils in the key cities group, which includes several urban centers, also found that more than 70% of authorities will have to raise local levies next April to address the growing cost of essential services, higher levels of housing insecurity, and a longstanding housing shortage.

Medway council explained it will press ahead with property disposals after sharp increases in the cost of children services, support for vulnerable learners, elderly and disability services, and short-term housing.

“We are taking creative strategies but certain measures require time to deliver both improved services and cost efficiency,” stated Vince Maple.

He added: “There are population challenges which will continue to add to the pressures we have. As a unitary authority, we had a drastic reduction in our revenue support grant from 2010-24, which is very challenging.”

National Patterns and Projections

Research of regional authorities recently further found local finances being strained by the increasing figures of young people and older individuals requiring Send support.

A network of councils projected that local shortfalls will reach 4.4 billion pounds a year by the end of the decade, as they struggle to cope with rising needs.

Ministers have put off planned reforms to the Send system until next year after a policy document outlining those changes was recently delayed.

Disadvantage and Financial Shortfalls

According to the most recent indices of deprivation (IMD) for UK local authorities, many key cities members were among the most disadvantaged in the country.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the most deprived 30 across the country under the latest deprivation indices,” noted the report.

“While only a single urban area is among the ten most deprived for deprived neighbourhoods nationally, urban areas are much more prone to be in the worst-off 20% of England. The figures highlights the extent of difficulties confronting municipal officials across key cities in the coming year,” the report concluded.

“Council officials have been clear about the necessity for a equitable and lasting funding system that accounts for and responds to the real levels of deprivation and need,” stated a council leader.

“Lacking this, local authorities will persist to face difficult decisions around which essential services to allocate spend to, and which to reduce, to the disadvantage of their communities.”

One in five of local authorities have reduced or weakened care services in the last year, the survey revealed.
